Scott Davis Joins Colusa Indian Energy as Executive Vice President of Government Affairs

Colusa Indian Energy is pleased to announce that Scott Davis has joined the company as Executive Vice President of Government Affairs.

Davis brings more than 30 years of experience in Tribal, state, and federal law and policy, along with a strong background in government relations, Tribal affairs, education, mediation, and community economic development. As a member of the Standing Rock Sioux Tribe and a descendant of the Turtle Mountain Band of Chippewa, Davis has dedicated his career to building stronger connections and expanding opportunities among Tribal Nations, state and federal governments, and the private sector.
In his new role, Davis will support Colusa Indian Energy’s work with Tribal Nations, government agencies, industry partners, and public-sector stakeholders as the company continues advancing energy sovereignty and resilient energy infrastructure across Indian Country.

Prior to joining CIE, Davis served as Senior Advisor to the Secretary and as the Acting Assistant Secretary for Indian Affairs at the Department of Interior under Secretary Burgum. At the Department, Davis oversaw a breadth of economic development, land, education, law enforcement, and energy issues, twelve (12) regions, including Alaska, a workforce of approximately 7,000, and a multi-billion-dollar budget. Previously, Davis served at the cabinet-level for North Dakota Governors Hoeven, Dalrymple, and Burgum as the Executive Director of Indian Affairs, and as an elected official on the Mandan City Council.
Throughout his career, Davis has served in leadership and advisory roles focused on Tribal communities, public policy, and institutional development. He is the founder of the North Dakota Native American Hall of Honor, a board member of the North Dakota Veterans Wall of Honor, and the founder and past director of the North Dakota Indian Youth Academy. His experience also includes serving as an advisor to the Atlanta Braves and the NFL, and supporting environmental quality issues for the Standing Rock Sioux Tribe.
Davis has also served as an adjunct instructor and development officer at United Tribes Technical College. Scott is a graduate of the Bush Foundation Native Nations Rebuilders Program and holds a Master’s in management and a Bachelor of Science degree from the University of Mary in Bismarck, North Dakota. He also earned an Associate of Arts degree from Haskell Indian Nations University, a Certificate in Principles and Techniques of Fundraising from Indiana University and completed Executive Education through the Harvard Kennedy School of Government.
