TYPE OF PROGRAM

The EAGLE program promotes the social and economic self-su ciency of American Indians, Alaska Natives, Native Hawaiians, and Native American Pacific Islanders. Under Project Area (PA) 2, funding supports development of a single microgrid—small-scale power grids that operate independently to generate electricity for a defined area—to advance energy independence, resilience, reliability, and economic growth in Native communities.


WHAT CAN YOU USE IT FOR?

Funding is available to fully or partially fund the development of a single microgrid

(nonrenewable or hybrid renewable + nonrenewable technology models are both

allowed). Specific allowable uses focus on non-construction costs only, including:


  • Procurement of microgrid equipment and components needed to generate, store,

    and distribute electricity for a defined community area

  • Delivery of equipment and materials

  • Maintenance costs associated with the microgrid

  • Promote Tribal self-determination through sustainable energy and mineral projects.

  • Other allowable non-construction costs essential to developing and

    operationalizing the single microgrid


PROJECT GOALS THAT FUNDED ACTIVITIES MUST ADVANCE:

  • Increase energy reliability while reducing costs

  • Boost tribal and Native community resilience

  • Promote economic growth via reliable energy

  • Underwrite energy independence and long-term fiscal success

  • Provide continuity of energy services in the event of a major disaster or disruption


IMPORTANT LIMITATIONS:

  • Construction (including creation of buildings/structures/facilities, site

    preparation, or installation of equipment that creates new usable space), major

    renovation, and purchase of real property are not allowed.

  • Feasibility studies, business plans, marketing plans, or similar written materials

    are prohibited unless they are an essential part of a long-range development

    plan tied directly to the microgrid project.


COST SHARE:

  • 20% of total project cost is required (cash and/or in-kind contributions)
