PROGRAM OVERVIEW

The Community Resilience Centers (CRC) Program is a competitive grant program that funds the planning, construction, retrofit, and activation of facilities that provide shelter, resources, and services during climate-related emergencies (extreme heat, wildfires, smoke, floods, power outages) while supporting year-round programming that strengthens community resilience. It prioritizes investments in communities most burdened by environmental, socioeconomic, and health inequities, including Tribal, rural, unincorporated, and under-resourced communities.


WHAT CAN YOU USE IT FOR?

Planning Grants ($100,000-$500,000):


  • Partnership development, community/health needs assessments,

    and engagement

  • Feasibility studies, site identification, energy planning/audits, load studies, architectural/engineering designs, and permitting (including CEQA)

  • Fiscal analyses, capacity building, policy/code updates, and local plan preparation (climate, hazard mitigation, emergency operations)

  • Preparing applicants for future Implementation funding (no land acquisition or construction)


Implementation Grants ($1 million-$10 million):

  • Construction or retrofit of CRC facilities and energy infrastructure, including solar PV installation, islanded microgrids with renewable generation and storage, battery energy storage systems, and fuel-switching upgrades

  • Campus amenities, partner site improvements, and basic infrastructure (water, wastewater, broadband, energy connections)

  • Year-round programs and services that build resilience, support emergency activation, and advance workforce training in solar and related fields

  • At least four strategies required, with strong emphasis on Energy Resilience

    (Strategy 1) alongside water, air quality, nature-based solutions, emergency communications, mobility, and economic resilience


PARTNERSHIP REQUIREMENTS

Planning Grants require at least one Partner; Implementation Grants require at least two Partners (and either the Lead Applicant or one Partner must be a community-based organization receiving CRC funding). Tribal applicants may apply without Partners in certain circumstances if they demonstrate community support and governance structures consistent with program requirements.
