TYPE OF PROGRAM
The BRIC program supports communities in reducing disaster risk through proactive, pre-disaster investments in infrastructure and hazard mitigation. It focuses on strengthening critical systems, improving resilience to natural hazards, and advancing long-term climate adaptation while reducing reliance on post-disaster recovery funding.
WHO MANAGES IT?
Federal Emergency Management Agency (FEMA) – U.S. Department of Homeland Security.
WHAT CAN YOU USE IT FOR?
Tribal microgrid development, design, construction, and deployment (including solar PV + battery storage, islandable systems, generators, and controls) to harden tribal utility infrastructure and provide resilient backup power to critical facilities. Deployment projects must be cost-eective and technically feasible with at least conceptual design completed.
Pre-development and project scoping activities to move mitigation projects (including microgrids) from concept to implementation ready.
Capability- and capacity-building activities such as hazard mitigation planning, building code adoption and enforcement, risk assessments, and technical assistance.
ELIGIBILITY
Federally recognized Indian Tribes
Tribes are required to have a FEMA-approved State or Tribal Hazard Mitigation Plan
WHAT YOU CAN EXPECT?
Up to $2,000,000 per applicant for Tribal set-aside
Up to $20,000,000 for national competition mitigation projects
Cost Share: • 25% cost share but can be a combination of cash or in-kind contributions • Up to 10% cost share for small, impoverished communities
Project Timeline: 1–4 years (varies by project type)
